According to Estonian media, the plant is to open in 2028, on a 141-hectare site. The Estonian government is investing EUR 10 million in access roads, fences and utilities for the plant. The ammo factory is said to provide 1,000 jobs.

At Põhja-Kiviõli, ARCA will produce 155-millimetre artillery shells, mortar rounds and 122-millimetre rockets. The location is about 70 kilometres (44 miles) from the border with Russia. | © 2026 Marcel Burger, nordicreporter.com. Featured image: Artillery ammo (Photo: Vslv (CC))
